Government vs. Private Sector Support for STEM R&D: Germany vs. South Korea

    Introduction

In the 21st century, scientific and technological research and development (R&D) is the

basis of innovation, economic power, and national security. Countries worldwide invest in

STEM (Science, Technology, Engineering, and Mathematics) R&D through government

agencies and private companies. The ratio of public and private sector funding usually indicates

a society's political and economic philosophy and prevailing social norms associated with

innovation, education, and workforce training. This study aims to examine the subdued

comparison between Germany and South Korea regarding government and private sector support

for STEM R&D, evaluate the relative proportions of funding sources within each category, and

analyze national ideologies driving these funding policies.

Germany: A Social Market Economy Emphasizing Public-Private Cooperation

Germany is internationally known for its focus on applied science, industrial

development, and vocational training. It follows a social market economy, which combines

elements of capitalism and social welfare. In this system, the German state funds basic research

considerably while expecting private industry to undertake applied research and development

(R&D). Germany's gross domestic expenditure on R&D (GERD) is approximately 3.1% of GDP,

of which about 69% is from private industry and 28% from the government (EuroStat, 2024).

The rest, 3%, is provided by non-profit organizations and foreign individuals.

The federal and state governments in Germany support scientific inquiry and translational

research through the German Research Foundation (DFG) and the Fraunhofer Society,

respectively. The latter supports market-oriented projects that synergize with academia. Major

industries receiving investments for R&D include automotive, mechanical engineering, and

    3

renewable energy. Moreover, the government offers tax credits and innovation clusters for

private R&D in Mittelstand (small and medium-sized enterprises) areas.

Germany’s vertical and regional integration in R&D demonstrates an equilibrium in

constructive growth, sustainable technological advancements, and industrial participation at

various levels of the economy. The political concept of subsidiarity, where a higher body should

not interfere with the functions that a lower body is capable of performing, corresponds with the

decentralization in R&D in sustaining regional innovation and university indusial collaboration.

South Korea: A State-Driven Innovation Economy

Initiatives such as the "Digital New Deal" and the "Green New Deal" demonstrate the

government's active involvement in shaping R&D priorities, particularly in artificial intelligence,

semiconductors, and biotechnology. South Korea has built a high-tech economy, with the active

assistance of state industrial policy. The government strategically invested in R&D and enabled

rapid industrialization during the 1960s (Park, 2019). Subsequently, South Korea transitioned

from an aid-dependent nation to one of the most advanced economies in the world. In 2024, their

spending on R&D surpassed 5.06% of GDP, marking it the highest in the OECD region (OECD,

2025). Approximately 76% was funded by private industry and 22% by the government (OECD,

2025). Samsung, LG, and Hyundai have become the frontrunners of South Korean innovation

and have dominantly spearheaded the private sector's R&D.

The National Research Foundation of Korea (NRF) and the Ministry of Science and ICT

strategically supervise the ecosystem, ensuring they maintain a decisive hold. Even as the South

Korean private sector maintains dominance over R&D, the government's guiding hand prevails.

The South Korean ideology centers around the developmental state model—where government

and industry work together to achieve common national economic targets. This directly

    4

correlates with fostering exports and innovative human capital: an aggressive STEM vision for

an economy positioned globally in strategic defense and national security.

Comparative Analysis of R&D Funding Categories

Both Germany and South Korea display a remarkable level of private sector engagement

in R&D. However; each differs in the manner and degree of government support provided. In

Germany, funding from the government is extremely dominated by basic research at both

universities and public research institutes. For example, in 2022, German R&D spending was

divided such that approximately 60% was earmarked for basic research while only 15% was

allocated for experimental development. This is characteristic of Germany’s perspective, which

places value on foundational science research policies that have enduring, long-term benefits for

    society.

In contrast, South Korean government support is targeted towards mission-driven

research and the advancement of strategic technologies. In R&D expenditures by stage KRW

77.85 to developmental research, KRW 23.47 to applied research, and KRW 17.74 trillion went

to basic research (14.9%) (Lee, 2024). This is evident in the form of dedicated large-scale

programs for supporting chip production, developing digital infrastructure, and advancing green

technologies—for climate change and supply chain sustainability.

The private industry in both countries concentrates on product development and

innovation. Nonetheless, South Korea's private sector demonstrates a more vertically integrated

R&D structure, as large conglomerates (chaebols) perform their research and align it with

business strategy. In Germany, private sector R&D is relatively more dispersed and includes a

broader constellation of businesses, including SMEs that frequently partner with public research

    institutions.

    5

Ideological and Cultural Contexts in Shaping STEM Expectations

Social market ideology in Germany balances competition with social responsibility. It

governs societal expectations of STEM progress in green energy, public transport, and health

technologies. Citizens expect transparency, independence, and ethics in science policy.

Education systems actively support the advancement of STEM through vocational training,

where practical training is integrated with interdisciplinary approaches.

As for Korea, South Korean developmental ideology emphasizes national power,

international competitiveness, and self-sufficient technologies. STEM R&D is deemed an

economic driver, a source of national pride, and a security source (Choi et al., 2024).

Sociocultural aspects are strongly linked to STEM's academic aspects, including intense

schooling and national science-centric university entrance examinations. Social expectations

exist that Science and Technology will help the nation become a future global innovation leader.

    Conclusion

Germany and South Korea are two examples of funding STEM R&D that represent

opposing political and economic ideologies but are equally successful in accomplishing their

goals. Germany mixes public and private collaboration with regional innovation system

approaches, while South Korea employs a state-guidance model led by powerful industrial actors

focused on a national strategy. There is a clear alignment of intent, cultural values, and

ideological objectives, which stems from funding CAD's reasoning behind strong innovation

ecosystems in both countries. This understanding is useful for developing international proactive

science policy in the context of urgent global challenges like climate change, pandemics, and

    digital transformation.

You are an HR Manager for a large sheet metal manufacturing company. One of your largest customers has just secured a major office furniture contract with the federal government. Your customer wants your company to become a subcontractor for the project, making all of the plastic parts required. Even though it would be lucrative, there is uncertainty among your organization’s top officials about whether to join this project, given that the preparation of an affirmative action plan and the formulation of goal achievement requirements will be imposed to correct underutilization.

You have been tasked to prepare a slide presentation (10-12 slides, not counting the cover slide or the reference list slide). Include an audio component (voiceover slides), speaker notes at the bottom of each slide, or both). Watch the short YouTube video
[_How to Add Audio into your PowerPoint_](https://www.youtube.com/watch?v=pM0cetIh8q8) for more information.

Your presentation needs to address the following:

    1. Identify the EEO compliance requirements that impact a federal subcontractor.

    2. Classify the important components of an affirmative action plan (expand on the goal-setting process).

    3. Determine how affirmative action goals should relate to an organization’s strategic human resources plan.

    4. Elucidate on your recommendations to the organization’s top officials about becoming part of this project.

Use at least five Trident Online Library sources plus any applicable background readings to support your discussion.

    ·
**Citing Sources:** Does the student demonstrate understanding of APA Style of referencing by inclusion of proper citations (for paraphrased text and direct quotations) as appropriate? Have all sources (e.g., references used from the Background page, the assignment readings, and outside research) been included, and are these properly cited? Have all sources cited in the paper been included on the References page?

Prepare an outline for your research argument essay based on the instructions below. Please save your file in .doc or .docx format. Your response should be complete and your final document should comply with MLA writing requirements.

_*Students are encouraged to visit the following website before completing writing assignments. Purdue Online Writing Lab (OWL):_ [_https://owl.purdue.edu/owl/purdue_owl.htmlLinks to an external site._](https://owl.purdue.edu/owl/purdue_owl.html)

    **Instructions:**

You will need to have a detailed plan for your
    **researched argument**(3-4 pages)
**essay**. Within this outline, you need to provide your introduction and thesis and a summary of what you envision each point you will make. In one document, complete these two parts of the assignment:

**Part A – Create what will become the opening of your paper:**

    1. Begin with your name, the name of the course, the name of the instructor, and the due date in the upper left-hand corner of your paper.

    2. Center a title before your first paragraph.

    · Short titles for research papers are usually a bad sign that you don't have a defined and focused topic.

    · Be specific in your title and use enough detail so that the title tells the reader what the research paper is about.

    · Make it a title about the thesis.

    3. Write an introduction paragraph with an underlined thesis.

**Part B – Create an outline:**

    1. Outline the main points of the rest of your paper after the introduction.

    2. Each of these must be a complete sentence, not just a phrase.

    3. You should have at least four (4) main points for your final essay

    · These main points will become your topic sentences in your research paper.

    · The main points you write should be clear sentences that elaborate on your thesis and reconnect to your thesis statement directly.

    · Provide a bulleted list of specific evidence under each of your points.

    **Writing and Submission Instructions:**

    1. Save your documents with your “Last Name Assignment Title” (EX: Smith Outline).

    2. Assignments
**must use MLA document formatting and citations**, including your full name, the course number, and the assignment title in the upper-left corner; page numbers; and a title. See the following MLA sample essays:

"Are Genetically Modified Plants (GMOs) Beneficial in Agriculture?" is the research question selected for the argument essay. "What are the mechanisms underlying GMOs' resistance to pests and how does this positively impact agricultural practice?" is the proposed study question.

The topic "Are Genetically Modified Plants (GMOs) Beneficial in Agriculture?" was selected since GMOs are highly significant on a worldwide scale. They are closely related to the global food production systems and are a crucial part of modern agriculture (Yali, 2022). Because it directly affects sustainability, the environment, and global food security, the topic is relevant and significant. Additionally, GMOs are an extremely intriguing scientific and technological subject. Analyzing their uses in agriculture thus explores the intriguing fields of biotechnology and genetics and their implications for farming in the future.
The interest in learning more about environmental sustainability makes the topic significant. It is beneficial for an interested person who is dedicated to detecting and resolving environmental challenges to carry out research on the topic, especially since the effects of GMOs on ecosystems, soil health, and biodiversity have generated discussions. GMOs also raise the nutritional content of crops. This is a strong argument for investigating this matter to find out how GM crops help lessen dietary deficits and malnutrition.
Lastly, the topic was selected due to the ethical concerns created by genetically modified organisms and their economic implications. GMOs are believed to have serious detrimental effects on farmers' livelihoods and way of life. Thus, the interest in learning what benefits farmers derive from the same.

The research topic I chose was, "Can Cellphones Be Educational Tools?". This topic stood out to me because cellphones and humans are becoming more inseparable starting at a very young age. Cell phones offer a variety of things and anyone can have access to finding out information they are willing to learn. This topic is good because I use my phone to access information like news, recipes, and basically anything that randomly comes to my mind. Cellphones are predominately intended for reaching out to someone for a phonecall that can be informative to you as well.  You can use your phone to calculate a quick problem or even add up groceries at the store as your are shopping. I think this was a great topic to choose because cellphones are apart of everyday life and majority of us can't go without them.

Do you think eating lab-grown meat is a good idea? I chose this because, to be honest, I do not even know what I will buy if I go to Walmart anymore. I am about to find a meat market here in Fort Wayne because they use cancer cells to make them grow faster. I am not sure if that is a fact yet. Why do things like this get passed without the public consuming the product is not even aware. I have also heard that a good amount of estrogen in lab-grown meats. It will be fun to get the facts and argue this out!

Very interesting topic you have chosen. I have recently become interested in this and am questioning what is in the products I consume. I feel marking plays a significant role in this topic and how much "junk" gets passed on, but that is just an opinion. I think the dollar's value is also a factor for the consumer and provider. The amount of information will likely lead you down whatever path you choose. I would be interested in how this has become such an issue and why we are not hearing more about it.

My research question is How should schools address bullying. When it comes to the Anti-bullying bill of rights, schools report and investigate bullying accusations. What makes this a good topic to disgust is with kids starting to head back to school and kids should not fear going to school worried about a bully. When the school supplies the steps to allow kids to be able to have someone to talk to stop the bully from bullying another kid it makes a significant difference. While some schools have implemented a bystander rule that says if they see something to get involved and stop it because watching it makes it no better than the bully doing it. The reason I chose this topic is that a lot of kids get bullied not only in school but online as well and being able to protect them can have an impact of even saving their lives considering that some kids become suicidal thanks to bullying. However, having this system in there will be a debate on if the person is being bullied or if there is just tattling and how to be able to disguise the difference for younger kids. If schools can address, it in a way that all kids of all ages can understand to help lower the impact of bullying.

Hi Aaron, thanks for posting. Despite the fact that I don't know anything about it, the topic sounds incredibly fascinating. There are definitely more electric vehicles on the roads now. Although I have never taken one, I am aware that they are incredibly silent. It seems like charging them would be a hassle. Have success writing your persuasive essay.

    **REPLY 6**

    – ## ENG1252MOD3ASSNINFOBIB2025.docx

    **## ENG1252MOD3ASSNINFOBIB2025.docx**

    **Overview:**

For this assignment, you will create an annotated bibliography based on the instructions below that will serve as a foundation for your outline (also due at the end of this week). Please save your file in .doc or .docx format. Your annotated bibliography should be complete, your final document should be 400 words minimum (100 words per each of the 4 sources), and it should comply with MLA writing requirements.

_*Students are encouraged to visit the following website before completing writing assignments. Purdue Online Writing Lab (OWL):_ [_https://owl.purdue.edu/owl/purdue_owl.htmlLinks to an external site._](https://owl.purdue.edu/owl/purdue_owl.html)

    **Instructions:**

An annotated bibliography is a list of citations to books, articles, and other documents.  Each citation must be followed by a brief descriptive and evaluative paragraph (the annotation).
    **The annotations should**
**_each_ be at least 100 words long.**  The purpose of these descriptive paragraphs is to ensure the timeliness, point-of-view, relevance, accuracy, and quality of the sources you will use in your research paper. This process is designed to help you determine which sources will be valuable and which are irrelevant to your argument.

    1. Find
**four (4)** sources for this assignment that approach your topic in a variety of ways.
**Two (2)** of your sources must be peer-reviewed scholarly sources from the McMillen Library.
_(Note: You may change these sources later if you find stronger sources to use.)_

    2. You may only use
    **two (2)** non-scholarly sources.

    3. For each source, you must complete the following tasks:

    a. Provide the correct MLA Works Cited citation for the source.

    b. Briefly summarize the article, essay, website, or book.

    c. Discuss specifically the timeliness and point-of-view of the source.

    d. Discuss the limitations of the source, such as:

    · What does this author leave out?

    · Does this source tell both sides of the story?

    e. Describe how you could use this text in your research paper.

    · Will it be helpful?

    · Will you only use one idea or rely heavily on this source?

    · How, specifically, do you plan on using this information?

    · What point will you be supporting with this evidence?

    f. Compare or contrast the source with other texts in your annotated bibliography. In other words, put the source in dialogue with another source you have found. For example, if you were writing about climate change, you might find that you have chosen 2 sources about the effects of climate change on crops, 1 source about the history of climate change, and 1 sources about the effects of climate change on water levels.

    · Do all the sources about the effects of climate change on crops cover the same facts? Probably not. So…what are the differences? Are there any important similarities?

    g. Place the word count for the paragraph at the end.

    h. Make sure your sources are arranged alphabetically.

    **Writing and Submission Instructions:**

    1. Save your documents with your “Last Name Assignment Title” (EX: Smith Annotated Bibliography).

    2. Assignments
