    1. The theory of white collar crime began in 1939 with Edward Sutherland. He spoke of embezzlement, fraud committed by companies, and also insider trading. Granted these are not violent crimes but they are extremely financially devastating. The positions of power held over lower workers in the companies was a huge boost. This lead to extremely harmful behavior being committed that is often overlooked by society due to its non violent nature. The power dynamics in these situations. The economic, social, and political shift of the decades brought forth conservative criminological ideas. There were many factors such as the drug epidemics that ran rampant as well as an increase in violent crime that drove the public to call for more proactive law enforcement rather than settling for reactive law enforcement. Conservative criminology and those who studied it is the belief that if left unchecked then smaller crimes would eventually pave the way for criminals to commit more serious crimes due to having no punishments or even less severe punishment.

    2. Theories of white-collar crime primarily developed as criminologists began to challenge the more traditional focus on "street-level" crimes and rather turn their attention to crimes committed by individuals associated within business and government. Sutherland is credited with coming up with the term white-collar crime, and his work challenged the stereotypes that crime was primarily associated with lower-class individuals. His differential association theory suggested that criminal behavior can be learned through association with others who actively promote and justify criminal behavior. Many have also highlighted how white-collar criminals often escape punishment due to their social status and due to this analysis has been taken of how law, power, and class affect the enforcement within the criminal justice system. The rise of conservative criminological ideals in the 1980s and early 1990s was shaped by the social and political climates of the time. In this period, growing concerns arose surrounding rising crime rates, urban disorder, and a drug epidemic. Such concerns received high volumes of media influence and public discourse. The issues many time were framed as personal responsibility and moral decay, which aligned with the political shift toward neoliberalism and traditional values. Due to these factors, criminological thinking began increasingly emphasizing punitive responses, deterrence, "broken windows" policing, and a belief that individual accountability was needed over structural or sociological explanations. Within today's context, conservative criminology is still influenced by concerns of public safety, drug related issues. and immigration. Though, it now also includes new dynamics like digital surveillance, social media influences and debates surrounding legitimate policing. Conservative criminology still tends to stress punishment and control, but current debates also are including balancing the stance against increasing public scrutiny of law enforcement and is calling for criminal justice reform.

Your probation chief wants to implement empathy training. The chief believes that the initiative will improve probation and community relations and will assist probation officers in seeing offenders more as human beings and less as simply the sum total of their offenses. Empathy allows officers to better understand the "why" behind behavior and can help probation officers improve their interactions with people during encounters with probationers.

As a part of this initiative, you are responsible for selecting a criminology theory covered in your textbook and preparing a PowerPoint presentation to help educate your colleagues about different causes of crime.

_**Note:**_ You may select any criminology theory covered in your textbook with one exception: You may _not_ select conflict theory, as this theory is provided to you as an example.

    ## **Preparation**

Consult these support resources to help guide you in developing your presentation:

    – [Criminology Theory Presentation Template [PPTX]](https://canvas.strayer.edu/courses/20304/files/12300584?wrap=1) [Download Criminology Theory Presentation Template [PPTX]](https://canvas.strayer.edu/courses/20304/files/12300584/download?download_frd=1): This resource is provided for you as a guide only. Your presentation may vary from the template as long as you address the assignment requirements.
    – [Sample Criminology Theory Presentation [PPTX]](https://canvas.strayer.edu/courses/20304/files/12300604?wrap=1) [Download Sample Criminology Theory Presentation [PPTX]](https://canvas.strayer.edu/courses/20304/files/12300604/download?download_frd=1): This resource is provided to give you an idea of what an effective presentation looks like. Once again, your presentation does not have to look exactly like the sample. This is provided only to stimulate your thinking as you get started on developing your presentation.

You may also review these resources:

    – [Strayer University Library: Microsoft PowerPoint](https://library.strayer.edu/ppt).
    – [Strayer Writing Standards: Slideshow](https://library.strayer.edu/sws/slideshow).

    ## **Instructions**

Create a 10–12 slide PowerPoint presentation in which you:

    1. Explain your selected criminology theory, including its strengths and criticisms.
    – Do _**not**_ select conflict theory, as this theory is covered in the sample presentation provided.
    2. Identify the major theorists behind this theory and explain their role in its development.
    3. Determine how the selected theory may influence a police officer’s response to criminal and/or deviant behaviors. Support the determination with specific evidence.
    4. Describe de-escalation techniques and community probation strategies consistent with your chosen theory and empathy training.
    5. Develop a presentation on the selected criminology theory that is succinct, engaging, and informative:
    – Consider including images, graphics, or short video snippets in your presentation to increase audience engagement.
    – Provide additional detail in the speaker notes in PowerPoint about what you would say if you actually had to deliver your presentation.
    6. Use at least three sources to support your writing. Choose sources that are credible, relevant, and appropriate. You may include your textbook. Cite each source at least once within your assignment. For help with research, writing, and citation, access the [library](https://library.strayer.edu/home) or review [library guides](https://library.strayer.edu/index).

Your presentation must include a title slide and a source list slide. These slides do not count towards the total number of slides in the presentation.

This course requires the use of Strayer Writing Standards (SWS). The library is your home for SWS assistance, including citations and formatting. Please refer to the [Library site](https://library.strayer.edu/sws) for all support. Check with your professor for any additional instructions.

The specific course learning outcome associated with this assignment is:

    – Review the fundamental concepts and theories of criminology.

Leaders at your agency for victim support services have asked the victim advocates to give presentations at an upcoming meeting of the city council or state legislature to advocate for improvements to community policing. Your agency wants to show the city or state leaders the current, accurate data that supports their claim that a particular demographic group has been disproportionately targeted or treated unethically by community policing practices and is in need of change.

    ##### **Preparation**

Refer to the gender, racial, or ethnic group you selected in your Wk 2: State Demographic Data assignment. This group should be represented in the prison demographics for your state and will be your focus as you examine the influence of gender, racial, or ethnic aspects of diversity in community policing.

    – Research statistical demographic information on the imprisoned populations in your state or local area. (You may use the same resources from last week’s assignment.) Examine data for the racial, ethnic, or gender group that you choose to study. Access the [Detailed Data Tool](https://www.sentencingproject.org/research/detailed-state-data-tool/) from The Sentencing Project for data on these groups.
    – Research at least 2 scholarly sources about issues in policing the selected gender, racial, or ethnic group.

    ##### **Assessment Deliverable**

Using data from your state or local area, **create a 10- to 12-slide Microsoft® PowerPoint® presentation to city or state officials as if you were a victim advocate working on behalf of a community to recommend a plan for reducing disparity in the policing of minority groups**.

Your presentation should include the following information with supportive examples from your research:

    – Cite relevant demographic information from state or local statistics on the race, ethnicity, or gender of the group you selected. Note any relevant disparities between groups.
    – Explain the roles of the various criminal justice agencies and representatives engaged in building rapport with the group you chose. Summarize the ethical responsibilities of criminal justice professionals to serve multicultural populations. Give an example of a risk to effective community policing that could occur based on an officer’s biases or lack of cultural competence with the selected population.
    – Identify aspects of multiculturalism and societal diversity to consider when policing this group. Describe how cultural, spiritual, or other factors may cause challenges for a minority defendant from this group during their interactions with law enforcement. Describe challenges to developing community policing practices impartial to gender, race, or ethnicity.
    – Propose at least 1 recommendation based on your findings for how to address the gender, racial, or ethnic disparity identified. Make a call to action for the city council or state legislature to implement changes based on your recommendation. (If no improvements are needed, recommend a strategy for maintaining the results that you identified.)
