Several local judges want to make changes in the corrections system based on feedback from probation officers. They have reached out to your agency to recommend a policy or program that could be used to address an issue with diversity or disparity in the corrections system.

**write a 700- word Microsoft Word proposal that summarizes a diversity issue or disparity and includes an annotated outline of at least 3 resources related to the issue, as if you were a probation officer determining strategies to address issues** related to disparities with gender, race, ethnicity, or other cultural factors in the corrections system. A judge examining the resources outlined in your proposal should be able to follow your evidence-based explanation to learn about 2 strategies (one currently in place and one that you propose) to address a diversity issue or disparity within the corrections system.

    – Introduction: Summarize the selected diversity issue or disparity within the corrections system that is supported by evidence (such as demographic data).
    – Research: Provide annotations for at least 3 scholarly resources related to the identified diversity issue or disparity that summarize their relevance and support for your proposal. Cite the sources according to APA guidelines.
    – Current Strategy: Describe a strategy, such as a policy or program, currently in place to address the identified diversity or disparity issue. Determine whether this strategy is effective.
    – New Strategy Recommendation: Propose a new strategy, such as a policy or program, to address the identified diversity or disparity issue. Alternatively, you may propose revisions to the current strategy you identified that would make that strategy more effective. Explain how your new strategy will reduce the diversity or disparity issue within the corrections system. Cite evidence to support your claims.
    – Conclusion: Propose a plan of action for taking the next step to implement your recommended strategy.

    Introduction

The "Tallinn Manual 2.0 on the International Law Applicable to Cyber Operations" (1) is one of the most comprehensive studies on the applicability of international law to cyberspace conflict, and thus cyber operations. In this study, multiple legal experts derived 154 rules from existing law. Several opinions on these rules were divided, so interpretation of the rules remains open for discussion.

In this assignment, you will examine two of these rules, consider the ethical and legal aspects of these rules, and offer your perspective on each.

The specific course learning outcome associated with this assignment is:

Review the legal and ethical aspects of cyber operations.

This course requires the use of Strayer Writing Standards (SWS). The library is your home for SWS assistance, including citations and formatting. Please refer to the Library site for all supports. Check with your professor for any additional instructions.

    Instructions

Write a 3- to 5-page paper in which you evaluate Rules 4 and 9.

    Rule 4

Rule 4 states that, according to international law, a state must not conduct cyberspace operations that violate the sovereignty of another state. A large part of cyber operations includes performing the collection of detailed intelligence on another state. This reconnaissance and access is often done "without causing physical damage or loss in functionality" at the targeted state. (1)

Describe the laws and rules that govern sovereignty, citing specific, credible sources that support your assertions and conclusions.

Explain why a state would want to collect intelligence, why it might be required ethically, and whether cyber operations that collect detailed intelligence on another state violate its sovereignty.

Provide a thorough, researched rationale for your perspective.

    Rule 9

Rule 9 states that a state may exercise territorial jurisdiction over cyberspace infrastructure and persons engaged in cyberspace activities within its territory; cyberspace activities originating in, or completed within, its territory; or cyberspace activities having a substantial effect within its territory. A large part of cyber operations includes transmitting data – usually encrypted – which, because of network routing, may transit through the territorial cyberspace architecture of another state. (1)

Describe the laws and rules that govern territorial jurisdiction, citing specific, credible sources.

Explain whether cyber operations that collect detailed intelligence on another state may exercise jurisdiction over data that traverses its territory, citing specific, credible sources that support your assertions and conclusions.

Provide a thorough, researched rationale for your perspective.

    Source Citations and Writing

Support your main points, assertions, arguments, or conclusions with at least three specific and credible academic references synthesized into a coherent analysis of the evidence.

Cite each source listed on your references page at least one time within your assignment.

For help with research, writing, and citation, access the library or review library guides.

Write clearly and concisely in a manner that is well-organized, grammatically correct, and free of spelling, typographical, formatting, and/or punctuation errors.

Use section headers in your paper to clearly delineate your main topics.

    Assignment Prompt & Instructions

    ###### **Trauma Healing Program at Youth Haven**

    **Service to Evaluate**

This program evaluation will focus on the trauma-focused cognitive behavioral therapy (TF-CBT) for children

and adolescents (both male and female) between the ages of 6 and 18 who have posttraumatic stress disorder

(PTSD) as a result of adverse childhood experiences (ACEs), such as abuse and violence.

    **Program Goal**

The goal of this program is to reduce symptoms of PTSD in traumatized children and youth aged 6-18 who have been admitted to Youth Haven.

    **Evaluation Question**

Is Youth Haven's TF-CBT program effective in significantly reducing symptoms of PTSD in traumatized children and adolescents between the ages of 6 and 18 who were exposed to adverse childhood experiences?

    **Evidence**

In order to set the criteria for evaluating the effectiveness of this program, we must first have a clear understanding of what childhood trauma is. The Substance Abuse and Mental Health Services Administration (SAMHSA) defines trauma as the presence of " _Three Es":_ an event, series of events, or condition that an individual experiences, which is physically or emotionally harmful or life-threatening, surpasses one's usual coping mechanisms, and leads to enduring adverse effects on mental, physical, social, emotional, or spiritual well-being (Rich & DiGregorio, 2025). As a result, the standard that must be met to demonstrate that the program's effectiveness goal has been achieved is the significant reduction of PTSD symptoms in minors who have been admitted to the trauma recovery program at Youth Haven from the time of admission to the time of discharge (nine months).

    **Data Collection**

The variable that must be assessed to offer evidence for the success of this treatment is posttraumatic stress symptoms (PTSS). The symptoms of PTSD in individuals over the age of six, as defined by the DSM-5 TR, include exposure to a traumatic event (either extreme or repeated), symptoms of intrusion, persistent avoidance of stimuli associated with trauma, alterations in cognition/mood, and disturbances in arousal and reactivity that persist for more than one month and cause clinically significant distress in all areas of functioning (APA, 2022). The data collection methods for PTSD symptomology will include clinical interviews, direct observations, and self-report questionnaires. Data collection could include, for example, the _Child PTSD Symptom Scale for DSM-5_ (CPSS-5) with self-report (CPSS-5-SR) and interview versions (CPSS-5-I), the _Short Posttraumatic Stress Disorder Rating Interview_ (SPRINT), and direct observation notes (Foa et al., 2018; Connor & Davidson, 2001).
