    **Assessment 3**
    **Cost-Benefit Analysis**
[**Instructions**](https://courseroom.capella.edu/courses/46736/pages/assessment-3-instructions?module_item_id=2350712&content_id=851086)**:**Create a 5-6 page cost-benefit analysis that supports a risk financing recommendation for a selected organization.
    ## **Introduction**
**Note**: The assessments in this course build upon each other, so you are required to complete them in sequence.
In your current and future role as a healthcare leader, you can expect to conduct a cost-benefit analysis (CBA) to determine whether the positive benefits of a proposed recommendation outweigh the negative costs.
Plowman relates that "a cost-benefit analysis is used to evaluate the total anticipated cost of a project compared to the total expected benefits in order to determine whether the proposed implementation is worthwhile for a company or project team" (2014, para. 1). Plowman also identified the three parts of a CBA to be the following:
    – Identification of potential costs.
    – Recording of all anticipated benefits.
    – Examination of the differences to determine if positive benefits outweigh negative costs.
A pre-formatted Excel spreadsheet that can be used as a template for CBAs is a good tool to have in your personal toolbox. Inputting data is simply the first step. As you fill out templates, always consider the numbers within the context of an organizational mission, strategic direction, patient safety, risk management issues, regulatory requirements, patient and stakeholder satisfaction, and also the dynamics within the healthcare industry.
As you prepare to complete this assessment, you may want to think about other related issues to deepen your understanding or broaden your viewpoint. You are encouraged to consider the questions below and discuss them with a work associate, an interested friend, or a member of your professional community. Note that these questions are for your own development and exploration and do not need to be completed or submitted as a part of your assessment.
    – What steps do you need to take in order to align a CBA with an organization's mission and strategy?
    – If you were to offer three alternative recommendations after a CBA, what types of elements would you consider to differentiate them from one another?
    – How would you substantiate a recommendation for reducing financial risks in a healthcare setting when the quality of care is involved?
    – What are the three parts of a CBA?

    ## **Preparation**
For this assessment, continue to use the organization you selected in Assessment 1 on which to base your work.
    ## **Instructions:**
Suppose an issue has emerged in your organization that presents significant risks to the stakeholders involved. Your supervisor has asked you to conduct a cost-benefit analysis (CBA), make a recommendation, and present it to the board of directors. You are expected to consider the numbers within the context of the organizational mission, strategic direction, patient safety, risk management issues, regulatory requirements, patient and stakeholder satisfaction, and the dynamics within the healthcare industry.
Select a relevant issue within your workplace, or one from the resources provided for this assessment, for which a CBA may be conducted. The CBA should include one of the following course-related topics:
    – Quality.
    – Patient safety.
    – Risk management.
    – Regulatory standards.
    – Compliance.
    – Patient and stakeholder satisfaction.
    **Step One: Identify Costs**
Read the Cost-Benefit Analysis and Example and apply the process to identify costs:
    1. Make a list of all monetary costs that will be incurred upon implementation and throughout the life of the project. These include start-up fees, licenses, production materials, payroll expenses, user acceptance processes, training, and travel expenses, among others. Include the assumptions for your totals. An example would be $2,000 for licenses includes $100 for 20 providers.
    2. Make a list of all non-monetary costs that are likely to be absorbed. These include time, low production of other tasks, imperfect processes, potential risks, market saturation or penetration uncertainties, and influences on one's reputation. An example would be the organization has a 60-day waiting list for new appointments. A new provider salary is $XXX,XXX and our reimbursement rate for this type of appointment is $XXX. The new provider will see XX patients per day.
    3. Assign monetary values to the costs identified in steps one and two. To ensure equality across time, monetary values are stated in present value terms. If realistic cost values cannot be readily evaluated, consult with market trends and industry surveys for comparable implementation costs in similar businesses.
    4. Add all anticipated costs together to get a total costs value.
    **Step Two: Identify Benefits**
Continuing with the CBA, proceed with the identification and quantification of benefits, per the Cost-Benefit Analysis and Example.
    1. Make a list of all monetary benefits with assumptions that will be experienced upon implementation and thereafter. These benefits include direct profits from products or services, increased contributions from investors, decreased production costs due to improved and standardized processes, and increased production capabilities, among others.
    2. Make a list of all non-monetary benefits with assumptions that one is likely to experience. These include decreased production times, increased reliability and durability, greater customer base, greater market saturation, greater customer satisfaction, and improved company or project reputation, among others.
    3. Assign monetary values to the benefits identified in steps one and two. Be sure to state these monetary values in present value terms as well.
    4. Add all anticipated benefits together to get a total benefits value.
    **Cost-Benefit Analysis**
Enter the cost and benefit data you developed for the CBA in your preparation steps into the [Cost-Benefit Analysis Template [XLSX]](https://courseroom.capella.edu/courses/46736/files/8761622?wrap=1) [Download Cost-Benefit Analysis Template [XLSX]](https://courseroom.capella.edu/courses/46736/files/8761622/download?download_frd=1).
Then, write an analysis in which you do the following:
    – Identify your stakeholders and describe the risk management issue for which you have created the CBA.
    – Present a value-based proposal and describe strategies for how you would identify and evaluate the process for reducing or avoiding risk within this organization. Please ensure you evaluate your risk management concern through a DMAIC lens.
    – Present your recommended best options for improving your risk management issue, as it relates to the organization in question.
    – Using the SMART method, present your key performance indicators (KPIs) for your recommendations. Use your CBA assumptions as a guide. For example, if you are presuming that your revenue is based on an increased daily volume, that volume should be the target for a corresponding KPI.
    – Evaluate the cost versus benefit according to the general guidelines outlined in the Cost-Benefit Analysis and Example.
    – Make a recommendation as to whether the benefits are sufficient to outweigh the costs of the proceeding.
    – Describe the systems-based context for your recommendations, integrating the CBA within the organization as a whole.
    – Describe how the issue relates to the organization's vision, mission, and strategic direction.
    – Provide a rationale that explains how your recommendations are appropriate for your organization's capacity and strategy.
Your analysis should use proper APA style and formatting and include the following sections. Each section, except the title page, should include the appropriate section heading.
    01. Title page: Use APA formatting and include the following:
    – Assessment number (Assessment 3).
    – Your name.
    – The date.
    – The course number (MHA-FPX5014).
    – Your faculty's name.
    02. Abstract: Include a one-paragraph summary of analysis content. This is not an introduction to the topic, but a summary of the entire analysis. Make sure to double-space.
    03. Issue description.
    04. CBA evaluation.
    05. CBA recommendations.
    06. Context for recommendations.
    07. Relationship to vision, mission, and strategy.

Summarize the risk management issue you identified in Assessment 1 for your selected organization in the memo.
    ## **Introduction:**
**Note**: The assessments in this course build upon each other, so you are required to complete them in sequence.
Financial risk management helps reduce the financial impact of risk. It also determines the best approach for handling adverse situations from a financial standpoint. Healthcare leaders must have a solid understanding of the basics of regulation, government and public risk sharing, and also the era of ACOs.
There is a constant tension between the management of medical errors and the improvement of the quality of care. You may be asked to participate in risk management and risk financing activities in your role as a healthcare leader.
If a risk management team asked you to research and summarize financial risks in your organization today, would you know the following?
    – What information to include?
    – What format to use?
    – How to present alternatives and make a recommendation?
    – How to locate credible data from which the issue is to be evaluated?

    – Regulations.
    – Risk Management.
    – Risk Sharing.
    – Risk Financing.
Imagine that a supervisor enters your work setting accompanied by an unexpected visitor from CMS. Your supervisor introduces you to the Medicare surveyor, who will be interviewing you.
    – What is the risk management process in your organization?
    – What criteria would you use to determine how well your organization is performing as an ACO?
    – What data or resources would be helpful to you?
    – How would you explain the concepts of risk management and risking financing activities to your subordinates?
    – How would you explain a risk financing continuum to your subordinates?
    ## **Overview**
**Note**: The assessments in this course build upon each other, so you are required to complete them in sequence.
Financial risk-management helps reduce the financial impact of risk. There are four main risk management strategies:
    1. Risk acceptance.
    2. Risk transference.
    3. Risk avoidance.
    4. Risk reduction.
As a leader in healthcare, your primary goal is to care for patients in a legal and ethical manner that supports the concept of beneficence, to do no harm. These concepts are the general foundation of your organization's mission and vision statements. As history has shown, harm can occur, and regulations are put into place to help lead organizations to ensure quality care is provided. The concept that HROs and ACOs promote is value-based care, which means when the quality of care goes up, costs will go down. For example, it is better for the patient, the community, the organization, and the payors for diabetes type 2 cases to be reduced through preventative care, diet, and exercise versus paying for insulin and the complications of diabetes.
The concepts of doing no harm and meeting regulations infiltrate the healthcare system in many other ways, not just preventative medicine. In this assessment, you will evaluate how your organization or the scenario you have chosen is taking a financial risk by not meeting current regulations. After you identify your risk management issue it is important as a healthcare leader that you assess your situation through a Define, Measure, Analyze, Improve, Control (DMAIC) lens. For example, have you performed a root-cause analysis on your regulation gap to identify what your leading cause of the problem is?
    ## **Preparation**
For this assessment, imagine yourself in the role of a risk manager. Using the risk management issue identified in Assessment 1 or another concern from your workplace, present a memo to your stakeholders that explains the issue, a recommended solution, and why they are obligated to act on your recommendations. As an example, you might select the issue of reducing HACs within your organization. Refer to the resources provided for this assessment to ensure that you have a solid understanding of the financial dynamics related to this type of issue.
    ## **Instructions:**

In this assessment, you will create a SWOT analysis and a comprehensive executive summary table of tools and best practices for quality improvement, risk management, and learning guidelines. Include an executive summary table that describes the status of an organization's compliance with regulatory requirements.
The healthcare industry is continually evolving with the advancements of technology, science, and regulation. The consistent evolution of the industry has created an unprecedented environment for healthcare leaders to be operating within. The evolution of change has therefore transitioned the industry into a value-based delivery model.
Regulatory compliance in healthcare is in place to ensure patient safety and that healthcare facilities are operating under a legal and ethical umbrella to which standardized best practices are being utilized.
As an entity within the healthcare industry, the goal for all organizations is to aim for regulatory compliance, but to be consistently assessing and reevaluating your operations with an aim toward achieving the mentality and behaviors of a high-reliability organization (HRO). A key example of the endeavor to transition healthcare toward becoming HROs is the development of affordable care organizations (ACO).

    ### Instructions

Use the following screenshots (or download the mpp file) of a hybrid sample project to guide your responses to the two prompts below. In a Word document, answer the following questions.

    Prompt 1:

A hybrid project is a project that has both traditional and agile methodologies in one project. Why would organizations need to combine both methodologies? Elaborate using the sample screenshots of the hybrid sample project. For instance, what could be the reason that the project manager for the sample project prefers to apply a hybrid methodology rather than a pure traditional methodology? Answer in not less than 100 words. You can use open sources with references. (25 points)

    Prompt 2:

There are three main screens that project managers use to manage agile-embedded (hybrid or pure agile) projects—sprint backlog, product backlog, and performance dashboard. Review the following three screenshots and identify one term from each screen that is unique to agile methodologies and not typically used in traditional project management. For each term, write approximately 100 words explaining its purpose, how it functions within the agile framework, and how it affects the project manager’s approach to planning and execution. Use open sources and include references where applicable. Answer in not less than 100 words for each, 300 words in total. You can use open sources with references. (75 points)

    **## WEEK5ASSIGHNMENT.docx**

    **Instructions**

    **Assignment Directions:**

This week, you studied the SWOT analysis in detail. This week's assignment is a PowerPoint presentation that is required to be approximately 12–15 slides, not counting the title page, the agenda, the conclusion, and the reference page. No presentation should be fewer than 16 slides in total. Your slides should include note pages, and these notes should be at least 150 words per slide. The slides would show short bullet points, and your notes would be your talking points. Cite your sources, limit quotes, and edit your work well!

For this assignment, you will be inventing a new business venture. This is a new start-up venture, not an existing one or one that is expanding. Do not use a business created in a previous class. You may not use any part of an assignment submitted in another class. Make up the business, the location, the client base, and the product or service. Do not use any real company. You may review a real company's website for ideas, but the basis of this assignment should be your own ideas. Your opening slide should begin with something like this: "The new business venture that I will evaluate is …………….." Expect that your business will be opened in the coming months or years. Your introduction should include a description of your company and any important details to the reader. The other details can be discussed when you review each of the SWOT elements. The final goal of this assignment is to prepare a SWOT analysis of your new venture company. Ensure you have at least two sources (other than the text) to supplement your work.

Provide a thorough SWOT analysis after developing your new venture and describing it thoroughly at the beginning of your presentation. Ensure you have included the actual SWOT analysis quad chart (embedded in your slide) listing the strengths, weaknesses, threats, and opportunities. You can use your chart, but your presentation should include a simple SWOT chart with the four segments. Then, you must discuss each segment thoroughly and explain what you learned from your analysis. For instance, you should have a slide with the quad chart and another four slides showing the SWOT elements in detail—one for strengths, one for weaknesses, etc. Include financial information as listed below.

    **Submission Instructions:**

    1. Your presentation should include a title slide and a reference slide.

    2. A description of your new venture (have a clear introduction)

    3. Include a simple quad chart with the four basic quadrants embedded in your slide

    4. A thorough explanation of what you have learned from the analysis, further defining the strengths, weaknesses, opportunities, and threats

    5. Be sure to include detailed monetary information. You can only evaluate a new start-up for a beauty salon if you include the costs of the start-up and an estimate of your monthly operating costs. How many haircuts would you have to provide customers before you break even each month (of course, you can estimate costs)? For instance, you have to purchase equipment (dryers, chairs, etc.) and rent space (or buy space). What is the monthly rent or mortgage payment, and how easily will that be earned each month? Include all other costs (payroll, supplies, advertising, etc). Where will the start-up money come from? Putting these costs in a column with totals rather than in paragraph format may be effective. One column for start-up costs and another for monthly operating costs will work well.

    6. An evaluation – based on what you have learned, will you continue your business venture? Be sure to answer that question at the close of your presentation.
